ounded on July 3, 1968, The Housing and Redevelopment Commission of the City of Sisseton, South Dakota, began construction on the Prairie View Chateau, located at 123 East Chestnut Street, Sisseton, South Dakota in 1970. The original Board of Commissioners consisted of Reverend James Thvedt, Chairman, and Commissioners: Arthur Johnson, Ray Konsbruck, Dorothea Stavig, Ralph Anderson, Harry Schaunaman. Following the completion of the Prairie View Chateau, Sisseton Housing and Redevelopment Commission expanded it's property portfolio by constructing the Hi-Rise building, located at 123 1/2 East Chestnut Street, Sisseton, South Dakota. The properties to build 8 family homes throughout the West side of the city of Sisseton were purchased between 1975 and 1978. The last property added was 300 West Oak Street, on which JARD Apartments currently sits.
