Delaware County Housing Authority (DCHA) is a body corporate and politic, organized and existing under the laws of the Commonwealth, having been duly incorporated under the Pennsylvania Housing Authorities Law, the Act of May 28, 1937, Public Law 955 as amended (the “Act”) by the County Council of the County to purchase, acquire, construct, manage and operate low income and elderly housing projects pursuant to the National Housing Act under the auspices of HUD.
