In March 1960, the Housing Authority of Mayfield was established as a conventional city housing authority, relying solely on the US Department of Housing and Urban Development (HUD) for programs and funding. During this period, HUD discouraged housing authorities from engaging in non-HUD programs. Despite state law permitting housing authorities to expand their scope, the residents of Mayfield and their civic leaders were satisfied with this arrangement. Furthermore, in March 1960, the Mayfield City Council bestowed the City's urban renewal powers upon the Housing Authority, in addition to its existing powers.
