The Michigan Guide to Section 8 Housing

If you need affordable housing options, the Section 8 housing program in Michigan may be able to help. This guide explains the government assistance initiative to help you understand its benefits and whether you might qualify.

What Is Section 8 Housing in Michigan?

Section 8 housing helps people with low incomes rent decent, privately owned homes. Local Public Housing Agencies run the program across the state, giving rental subsidy vouchers to qualifying households.

Low-income individuals and families often have no choice but to live in sub-par conditions because that’s all they can afford. If you qualify for this U.S. Department of Housing and Urban Development program, you can find affordable and safe housing using a relatively small percentage of your income for rent payments. Section 8 covers the rest, paying landlords directly.

What Is the Most Section 8 Will Pay in Michigan?

The maximum payment from Section 8 varies. It depends on different things like your income, family size, and where you live. Your local Public Housing Agency sets the payment standard that shows the most money Section 8 can pay for your rental unit.

Normally, Section 8 covers what's left after you pay 30% of your adjusted income. But sometimes, there are exceptions.

Fair Market Rent

The HUD Section 8 program pays rents for low-income households directly to private landlords. The Housing Authority of Michigan will pay about 70% of a tenant’s rent, while the tenant will pay the other 30%. Fair Market Rents generally determine the maximum rent that a Section 8 landlord will be allowed to charge their residents. The table below shows current fair market rents for Michigan.

Michigan Fair Market Rent
Studio
$633
1 Bedroom
$789
2 Bedrooms
$905
3 Bedrooms
$1,217
4 Bedrooms
$1,345

What Are the Michigan Section 8 Housing Requirements?

If you're part of Section 8 Housing, you have some conditions and responsibilities to meet. You must keep your rental unit clean and in good condition. This means taking care of any damages you cause. Your home has to pass an inspection that uses HUD Housing Quality Standards.

You need to report any changes in your income or family size to your PHA. They need to know so they can adjust your assistance accordingly.

Another important obligation is to follow the rules of your lease agreement. This includes paying your utilities and share of the rent on time. You also have to comply with any program rules set by the PHA. These rules ensure fairness and help maintain the integrity of the program.

What Are the Income Limits for Housing Assistance Programs in Michigan?

Housing assistance programs, including Section 8, have income limits to qualify for support. These limits may change every year, so be sure you look at current information. Typically, your total household income must fall below a certain threshold set by the program.

The limits consider earnings from various sources, such as wages, benefits, and investments. Specific income limits can differ depending on the program, your household size, and the area you live in.

Income Limit

Income Limits are maximum income limits allowed based on household size. The following limits were established by HUD for low income households to be eligible for housing assistance in Michigan for 2024.

How Long Does It Take to Get Approved for Section 8 in Michigan?

The time it takes to get approved for Section 8 can vary. After you submit your application, the PHA reviews it to ensure it's complete and accurate. They also verify your eligibility. If you don’t provide all the information your PHA asks for, you will probably have to wait longer for approval.

This process may take several weeks to a few months, depending on the volume of applications and the agency's workload. If you qualify, you may spend time on a waiting list if the program is oversubscribed.

How To Qualify for Section 8 in Michigan

To qualify for Section 8 assistance, you need to meet specific requirements:

  1. Your household income must be below a certain limit set by the Public Housing Agency.
  2. You must be a U.S. citizen or have an eligible immigration status.
  3. Everyone in your household who is 18 or older must pass a background check. They'll look for any past criminal activity, especially involving violence or drugs.
  4. You should have a good rental history, which means paying rent on time and following lease agreements.
  5. You need to agree to follow all Section 8 program rules, like reporting income changes and household members.

These steps help your PHA determine if you're eligible for Section 8 assistance.

How To Apply for Section 8 Housing in Michigan

Ask your local PHA for a Section 8 application form. Some let you apply online, while others need you to visit in person or send the form by mail. Fill out the application form carefully. Tell them about your family, income, and where you live now.

Give back the filled form to the PHA before the deadline. They'll tell you if you need to go to any interviews or meetings. Be prepared to discuss your housing needs. The PHA checks your application and tells you if you qualify. If you do, you might wait on a list until they have a voucher for you.

Once you get a voucher, look for a place to rent that fits the program's rules. When you find one, sign the lease and move in. Make sure to keep the PHA updated if anything changes while you wait. This helps them help you better.

Can I transfer My Section 8 Voucher to Michigan?

You might wonder if you can transfer your Section 8 voucher from another state to Michigan. It's possible, but it varies based on different factors. Each Public Housing Agency manages transfers differently, so you'd need to check with them.

Typically, you'd let your current PHA know about your desire to transfer. They'll assess whether you qualify. Then, you'd need to get in touch with the PHA in the area where you want to move. They'll provide details about their transfer process.

Throughout, you'd coordinate with both PHAs and complete any necessary paperwork. Sometimes, attending meetings or interviews might be part of the process. Remember, though, that transferring your voucher isn't always guaranteed. It depends on factors like voucher availability and PHA policies. Make sure to communicate openly and follow instructions carefully.

Can I Buy a House With a Section 8 Voucher in Michigan?

You can't use a Section 8 voucher to buy a house. The voucher is for renting a home. There's another program for buying homes called the Housing Choice Voucher Homeownership Program.

Not all areas offer this program, so you should check with your local Public Housing Agency. It helps people with Section 8 vouchers buy homes by paying part of their mortgage.

Michigan's Key to Own Homeownership Program also helps people with Section 8 vouchers buy homes. It gives money to help with the down payment and offers affordable loans for buying a house. Participants also learn about managing money, understanding credit, and what it means to be a homeowner.

To join the Key to Own Program, you need to meet certain requirements, like having a certain income and completing a homebuyer education course approved by the Michigan State Housing Development Authority.

What Are the Public Housing Authorities in Michigan?

PHAs do a lot to help people find and keep affordable housing:

  1. Run housing programs like Section 8 Housing and public housing
  2. Help people apply, decide who qualifies, and give support to those who need it
  3. Offer help and info about housing programs
  4. Check rental homes to make sure they're safe and in good condition
  5. Keep lists of people waiting for housing help, update them, and let people know when it's their turn for help

PHAs also work with different groups and agencies to help with housing needs in the community.

Michigan Waiting List for Section 8 Housing

Many people are waiting for Section 8 Housing assistance. When you apply for Section 8, your name goes on a waiting list managed by the Public Housing Agency in your area. The waiting time can be different for everyone; it might take months or even years.

While waiting, you can check your status with the PHA and get an estimate of how much longer you might have to wait. Remember, being on the waiting list doesn't mean you're approved for assistance yet; it just means you're in line for consideration.

The waiting list is a normal part of the process, and many people go through it. Stay patient, stay in touch with the PHA, and continue to meet all the program requirements. This way, when your turn comes, the process will be smoother.
