The Housing Authority of the City of Willimantic operates as a "quasi-governmental agency", meaning it is not directly affiliated with the Town, State, or Federal government. However, its Commissioners are appointed by the Board of Selectmen of the Town of Windham, and it is subject to regulations imposed by both the Federal and State governments. The agency is the rightful owner of its developments, but the usage and disposal of the properties are restricted by agreements with the United States Department of Housing and Urban Development (HUD), the Connecticut Department of Economic and Community Development (DECD), and/or the Connecticut Housing Finance Authority (CHFA).
