There Are Currently 94 Units Available Under Management by the Village of Elmira Heights. These Low-income Housing Units Consist of Section 8, Public Housing, and Low-income Housing Tax Credit Properties. the Village of Elmira Heights Serves the Elmira Heights, Metropolitan Area.

To help homeowners in Chemung County, the Elmira Heights Urban Renewal collaborates with Community Progress Inc. and other local Not-For-Profit organizations. They provide financial assistance for housing rehabilitation, supporting various repairs such as roof replacements, installation of new exterior doors and windows, electrical and plumbing upgrades, installation of new furnaces, and addressing handicap accessibility needs both inside and outside the home. To be eligible for the program, participants must own and live in the home requiring repair assistance and meet all the program's funding requirements.
