How HUD Helped Prevent and Address Homelessness in 2024

2024 marked a turning point in the fight against homelessness in the United States. With over 770,000 individuals experiencing homelessness on a single night (the highest figure since 2007), the crisis demanded an unprecedented response.

The U.S. Department of Housing and Urban Development (HUD) rose to the challenge, employing innovative strategies and record-breaking investments to prevent and address homelessness.

A Critical Year for Housing Assistance

In 2024, homelessness surged by a record 18% compared to 2023. This sharp increase was fueled by several interconnected factors:

Housing Affordability Crisis

Rising rents outpaced income growth in many regions, leaving families unable to keep up with costs. Cities with already limited affordable housing options, such as Los Angeles and New York, saw significant spikes in housing instability. Efforts to cap rents or expand affordable housing units lagged behind the pace of demand, exacerbating the problem.

Inflation and Financial Strain

Inflation drove up the cost of everyday necessities, from groceries to utilities. Households already on the brink found it impossible to maintain stable housing. For many, even minor financial setbacks led to evictions, further inflating homelessness rates nationwide.

Natural Disasters

Natural disasters like the Maui wildfires had a profound impact on homelessness. In August 2023, over 5,000 residents sought emergency shelter following the fires. Other disasters, including hurricanes and flooding, displaced thousands more, underscoring the need for emergency housing and disaster preparedness in vulnerable communities.

Increased Migration

Communities across the country reported increased pressure on housing resources due to an influx of asylum seekers and migrants as well. In cities like New York, these populations accounted for 88% of the increase in shelter use, creating additional demand for housing assistance programs.

Racial and Demographic Disparities

The crisis revealed stark racial disparities: 32% of the homeless population were Black individuals, despite comprising only 12% of the U.S. population. These figures highlight the systemic inequalities that contribute to housing instability for marginalized communities.

HUD’s Record-Breaking Investments

HUD’s response in 2024 set new benchmarks in funding and support, making homelessness assistance a national priority. Over $3.5 billion was allocated to various programs. This investment funded emergency shelters and rapid rehousing initiatives, providing immediate relief for individuals and families facing homelessness.

A significant portion of these funds also went toward expanding permanent supportive housing—a critical long-term solution for individuals experiencing chronic homelessness. By combining affordable housing with supportive services, these programs helped stabilize lives and prevent recurring homelessness. Additionally, HUD directed substantial resources to local housing authorities to address pressing community needs, ensuring that support reached those most in need.

One of HUD’s most significant achievements was the reduction of veteran homelessness by 7.6%, the lowest recorded level. Through the HUD-VASH program, nearly 90,000 veterans secured stable housing with integrated support services.

Innovative Policies and Partnerships

HUD’s efforts weren’t limited to funding; the agency implemented policies and partnerships designed to address homelessness at its roots:

Streamlining Property Repurposing

Federal surplus properties were converted into affordable housing and shelters faster than ever, cutting red tape to meet urgent needs. By simplifying processes, HUD ensured that these properties could be quickly adapted to provide immediate relief for communities in need.

Health and Housing Collaboration

In partnership with the Department of Health and Human Services, HUD launched the Housing and Services Partnership Accelerator. This initiative helped states integrate health care services with housing programs, addressing the interconnected needs of individuals experiencing homelessness. By tackling health-related barriers to stability, this program created a more holistic support system.

Community Empowerment

Local governments and non-profits were provided with tools and resources to develop tailored solutions for their communities. This decentralized approach allowed interventions to address specific local challenges, from rural homelessness to urban housing shortages. HUD’s emphasis on empowering communities ensured that resources were used effectively and strategically.

Addressing the Affordable Housing Gap

Long-term solutions to homelessness require addressing the root causes, particularly the chronic lack of affordable housing. HUD took significant steps in 2024 to mitigate this issue, focusing on creating housing that meets the needs of low-income families and ensuring long-term stability.

HUD worked to incentivize landlords to participate in housing voucher programs, expanding access to affordable units for families and individuals. By creating financial incentives and reducing administrative hurdles, more landlords were encouraged to open their properties to voucher holders, alleviating some pressure on the housing market.

Advocating for stronger tenant protections was another cornerstone of HUD’s strategy. These protections aimed to reduce evictions, a leading cause of homelessness, by implementing fair housing practices and supporting policies that give tenants a fair chance to resolve disputes before losing their homes.

Additionally, HUD supported workforce development programs to improve financial stability among vulnerable populations. By connecting individuals to job training, education, and employment opportunities, these programs helped many achieve greater economic independence, reducing the risk of future housing instability.

Moving Forward: Lessons from 2024

While HUD’s efforts in 2024 were monumental, the homelessness crisis highlighted the need for sustained, long-term strategies. Looking ahead to 2025 and beyond, the focus must remain on several key areas.

1. Provide Additional Affordable Housing Options

First, expanding the affordable housing stock is a top priority. Without enough housing options to meet growing demand, families and individuals will continue to face instability. HUD must accelerate efforts to develop affordable units, incentivize landlord participation in housing programs, and streamline policies that support housing construction.

2. Focus on Prevention

Strengthening prevention programs is also critical to keeping families stable and housed. HUD emphasized early intervention in 2024, focusing on rental assistance, eviction protection measures, and financial counseling services. By addressing potential crises before they escalate, these programs acted as a lifeline for families teetering on the brink of homelessness. This proactive approach ensured that vulnerable households could maintain stability and avoid the trauma of losing their homes.

3. Work with Federal and Community Partners

Collaboration was a cornerstone of HUD’s success in 2024. The agency forged strong partnerships with federal agencies, local governments, and non-profits to create targeted solutions tailored to the unique challenges of different communities. By coordinating these efforts, HUD ensured resources were deployed effectively, bridging gaps in service and addressing the diverse needs of urban, suburban, and rural populations alike.

Additional Resources for Homelessness Support

HUD’s innovative approaches and dedicated leadership offer a clear roadmap for tackling homelessness. However, public support and awareness are vital to sustaining these successes. By maintaining momentum and prioritizing housing stability, HUD can continue to make meaningful strides in addressing this ongoing challenge.
