The Ohio Guide to Section 8 Housing

With the challenge of rising rental costs and limited options, many residents in Ohio struggle to secure safe and affordable housing. To address this issue, the Housing Choice Voucher Program, also called Section 8, provides rental assistance to low-income individuals and families.

In this guide, we will go over everything you need to know to apply for Section 8 in Ohio. We will also cover additional topics such as waiting lists and emergency housing assistance.

What Is Section 8 Housing in Ohio?

The U.S. Department of Housing and Urban Development administers the federal housing program in Ohio, known as Section 8. This program bridges the gap between housing costs and what low-income individuals and families can afford.

Public Housing Authorities throughout the state actively manage the program locally. Each PHA distributes housing choice vouchers to eligible households who use them to subsidize part of their rent. To qualify, applicants must meet the guidelines set by HUD and adhere to program regulations. Once approved, recipients can use their voucher to access safe and stable housing.

What Is the Most Section 8 Will Pay in Ohio?

HUD sets the Fair Market Rent, which determines the maximum payment under Section 8 in Ohio. The FMR varies depending on location, reflecting the average cost of rent in a particular area. For instance, in Columbus, the maximum might be different from Cincinnati. Generally, the higher the cost of living in an area, the higher the FMR.

HUD calculates FMRs annually, taking into account factors such as housing supply, demand and economic conditions. Section 8 payments typically cover the difference between 30% of the household's adjusted income and the FMR. The following table shows Fair Market Rents for Ohio.

Fair Market Rent

The HUD Section 8 program pays rents for low-income households directly to private landlords. The Housing Authority of Ohio will pay about 70% of a tenant’s rent, while the tenant will pay the other 30%. Fair Market Rents generally determine the maximum rent that a Section 8 landlord will be allowed to charge their residents. The table below shows current fair market rents for Ohio.

1 Bedroom

2 Bedrooms

3 Bedrooms

4 Bedrooms

What Are the Ohio Section 8 Housing Requirements?

Section 8 vouchers are available to residents who qualify for rental assistance. However, before applying, there are a few key requirements that you will need to meet.

Citizenship

To be eligible for Section 8 in Ohio, applicants must be citizens of the United States or have eligible immigration status. Non-citizens with statuses such as lawful permanent residency, refugee or asylum status may also qualify.

Family Size

The size of your household plays a significant role in determining eligibility. Section 8 considers all individuals living together as a family unit, including children, spouses and dependents.

Income

Income thresholds also help determine eligibility. The program assesses the total household income, including wages, Social Security benefits, pensions and any other sources of revenue.

By meeting these criteria, you are eligible to apply for housing assistance.

What Are the Income Limits for Housing Assistance Programs in Ohio?

Housing assistance programs like Section 8 in Ohio determine income limits based on the Area Median Income of the region where applicants reside. HUD calculates the AMI annually, which represents the midpoint of the income distribution in a region. Depending on the program and the specific area, income limits usually range from 30% to 80% of the AMI.

To calculate your eligibility, your household income gets compared to the Area Median Income. For example, if you're applying for a program with a 50% AMI limit in Columbus, Ohio and the AMI for Columbus is $50,000, a family of four earning up to $25,000 would meet the income eligibility requirements. The following table shows income limits for Ohio.

Income Limit

Income Limits are maximum income limits allowed based on household size. The following limits were established by HUD for low income households to be eligible for housing assistance in Ohio for 2024.

Ohio Income Limit
1 Person
$51,150
2 Person
$58,450
3 Person
$65,750
4 Person
$73,050
5 Person
$78,900
